I am trying to get Scrum working in my team and i smell mini waterfalls every time i deliver. 

No matter how soon i have my team start testing the thing there is always a something which needs a regression test cycle at the end. 

Not to mention i dont have any automated testing tools cause they are either too creepy or too expensive. 

Do you think this reason alone justifies that we are not doing Scrum? Or does this say that we are following it upto X% and need to work on some items?</description>
